Authorizes the Department of Transportation to issue highway revenue bonds for highway capital improvement projects designated in Act 164 (Session Laws of Hawaii 2023) as amended by Act 230 (Session Laws of Hawaii 2024)

Bond proceeds may cover project construction costs, interest during construction, reserve funds for new and previously authorized bonds, and issuance expenses

Revenue bonds will be secured by highway-related revenues including highway fuel taxes, vehicle weight taxes, vehicle registration fees, federal highway funds, and other user fees from state highways and facilities

Gives the governor discretion to use the state highway fund to finance projects designated for highway revenue bond funding

Takes effect January 1, 3000 (placeholder date indicating further legislative action needed)
