Appropriates funds from the state highway fund for fiscal year 2024-2025 to the Department of Transportation for payroll, fringe benefits, and administrative costs related to motor carrier law enforcement

Addresses funding gap created when Act 117, Session Laws of Hawaii 2024 transferred motor carrier law enforcement from the Public Utilities Commission to the Department of Transportation without accompanying appropriations

Recommended by the governor for immediate passage as an emergency appropriation under Article VII, Section 9 of the Hawaii Constitution

Appropriated funds will not lapse at the end of the fiscal year but any unexpended balance as of June 30, 2026 will return to the state highway fund

Takes effect July 1, 2025
