Amends the definition of "development" in Hawaii's coastal zone management law (Section 205A-22) to add a new exemption for disaster-related reconstruction

Excludes from "development" the reconstruction of lawfully constructed structures damaged or destroyed in a governor- or mayor-proclaimed state of emergency under section 127A-14

Reconstruction exemption applies only to structures not located on shoreline parcels or parcels impacted by waves, storm surges, high tide, or shoreline erosion

Reconstructed structures must maintain similar footprint or original permitted dimensions and comply with National Flood Insurance Program requirements

Effective date set for July 1, 3000 (placeholder date indicating further legislative action needed)
