Restricts state departments and administratively attached agencies from purchasing lei containing plant material grown and harvested outside Hawaii, with a phased implementation over 35 years

From January 1, 2030 to December 31, 2044, no more than 90% of purchased lei may contain out-of-state plant material

From January 1, 2045 to December 31, 2054, the limit drops to 50% of lei with out-of-state plant material

From January 1, 2055 to December 31, 2064, the limit further decreases to 25% of lei with out-of-state plant material

Beginning January 1, 2065, state agencies are completely prohibited from purchasing any lei containing plant material grown and harvested outside Hawaii, including small purchases
