Establishes a Teacher Workforce Housing Stipend Program administered by the Department of Education to provide monthly housing stipends to full-time teachers at public and charter schools designated as hard-to-staff

Eligibility requires teachers to be employed full-time at a hard-to-staff school and not own a residence; stipends may only be used for rent or utilities with annual documentation required

Recipients must commit to teaching at a hard-to-staff school for a minimum of three years; failure to complete the commitment converts the stipend to a loan that must be repaid to the department

Amends the Teachers' Housing Revolving Fund to include the stipend program as an authorized use and to receive repaid stipends from recipients who fail to meet work requirements

Requires biennial reports to the legislature beginning in 2027; appropriates unspecified funds for fiscal years 2025-2026 and 2026-2027, with an effective date of July 1, 3000
