Repeals the authority for candidates to carry over campaign funds to subsequent elections, replacing permissive "may" with mandatory "shall" language for fund disposition

Requires candidates who withdraw or cease campaigning to return residual funds within 90 days or 30 days after the election date, whichever is earlier

Sets new deadlines for campaign fund disposition: elected candidates must use or return funds within 30 days plus the length of their term of office after receiving the funds; losing candidates face the same deadline

Creates a campaign funds escheatment subaccount within the Hawaii Election Campaign Fund to receive unreturned campaign funds, with the Campaign Spending Commission required to make reasonable efforts to return escheated money to original contributors

Any escheated funds not returned to contributors within six months will lapse to the Hawaii Election Campaign Fund to support partially publicly financed campaigns
