Repeals Hawaii's existing Uniform Parentage Act of 1973 (Chapter 584) and replaces it with portions of the Uniform Parentage Act of 2017

Expands parentage definitions to include same-gender couples, adding gender-neutral language throughout (replacing "father/mother" with "parent" and "paternity" with "parentage")

Creates new legal categories including "functional parent" (someone who resided with and cared for a child, held them out as their own, and formed a parental bond) and "intended parent" (individuals using assisted reproduction or surrogacy)

Establishes comprehensive regulations for gestational and genetic surrogacy agreements, including eligibility requirements (surrogate must be at least 21, have given birth previously, complete medical and mental health evaluations, and have independent legal counsel)

Requires gamete banks and fertility clinics to collect and maintain donor identifying information and medical history, with provisions for donors to consent or decline identity disclosure to children conceived through their donations once the child reaches 18 years of age
