Requires commercial entities that publish or distribute material harmful to minors on websites where such content comprises a substantial portion to implement age and identity verification for users attempting to access the material

Defines "material harmful to minors" as descriptions or representations of nudity, sexual conduct, sexual excitement, or sadomasochistic abuse that appeals to minors' prurient interests, is patently offensive by adult community standards, and lacks serious literary, artistic, political, or scientific value for minors

Imposes a civil penalty of $250 per violation for non-compliant commercial entities, plus liability for damages, attorney fees, and costs

Allows enforcement actions to be brought by the Attorney General or any person, parent, or guardian of someone whose age was not verified

Exempts internet service providers and users of interactive computer services from liability under this section
