Fiscal notes must include dollar amounts, affected statutory provisions, estimated revenue/expenditure changes for state and counties, absorbable costs, assumptions used, and long-range implications

Prohibits committees from making decisions on fiscal bills without first receiving and reviewing a completed fiscal note

Changes appointment of the legislative analyst from committee appointment to majority vote of each house in joint session, with salary set equal to the director of the legislative reference bureau

Mandates that fiscal notes be attached to standing committee reports and made publicly available; appropriates unspecified funds for fiscal years 2025-2026 and 2026-2027 for office operations
