Eliminates the right to sue for persons injured while using private land for recreational purposes, except in cases specifically exempted under existing law (such as willful or malicious failure to warn of danger)

Requires courts to award attorneys' fees and costs to landowners when they prevail and the court finds the recreational user had no reasonable basis for bringing the lawsuit

Establishes that participants in outdoor recreational activities legally assume all inherent risks including terrain variations, surface conditions, trees, rocks, stumps, debris, structures, environmental toxic exposure, equipment, fences, and collisions

Expands the definition of "recreational purpose" to include biking, spectating, and motorsports

Clarifies that the definition of "recreational user" explicitly includes minors
