Creates a new "landlord resident tenant tax credit" of $1,000 per dwelling unit for landlords who lease to tenants verified as Hawaii residents

Allows the tax credit to be carried forward to subsequent tax years if it exceeds the taxpayer's income tax liability in the current year

Applies to partnerships, S corporations, estates, and trusts, with credit distribution determined by rule at the entity level

Requires all credit claims, including amended claims, to be filed within 12 months after the close of the taxable year or the right to claim is waived

Takes effect for taxable years beginning after December 31, 2024
