Requires clean and sober homes with five or more residents to obtain a conditional use permit from the county where the home is located

Mandates registration of all clean and sober homes with the Department of Health registry, changing it from a voluntary to a mandatory system

Requires the Department of Health to conduct unannounced inspections of registered clean and sober homes at least annually

Certificates of registration must specify the holder's name, address, maximum number of residents, and validity period, and must be publicly displayed at the home

Existing clean and sober homes with five or more residents may continue operating without a conditional use permit until January 1, 2026, or until they obtain the permit, whichever comes first
