Extends victim and witness protections under Chapter 801D to citizens who bring civil nuisance abatement suits related to illegal gambling offenses, matching protections already available for fireworks and drug-related nuisance suits

Imposes a mandatory $5,000 fine against any person subject to a nuisance abatement order

Amends Section 712-1270.3 to add gambling offenses (Part III) to the list of offenses qualifying for citizen protections when filing nuisance complaints

Courts may suspend the prohibition on residing in or entering a nuisance property if the person participates in a court-approved treatment and monitoring program

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that existed before the effective date
