Applies a 5% bid preference for public works contracts valued at $250,000 or more when both the bidder and all subcontractors are parties to state-registered apprenticeship agreements for all apprenticeable trades used on the project

Exempts contractors and subcontractors from the requirement for trades where no state-approved apprenticeship program exists

Requires bidders to furnish written proof at bid submission that they or their subcontractors are parties to registered apprenticeship agreements, with monthly certification required throughout the project duration

Authorizes sanctions including work cessation, restitution, liquidated damages, default finding, or debarment/suspension proceedings if a contractor fails to maintain apprenticeship agreements during construction

Takes effect July 1, 3000
