Establishes three classifications for electric bicycles based on motor assistance and speed limits: Class 1 (pedal-assist up to 20 mph), Class 2 (throttle-powered up to 20 mph), and Class 3 (pedal-assist up to 28 mph), with motors limited to 750 watts

Prohibits persons under age 15 from operating electric bicycles on public roadways and requires all riders to wear safety helmets with chin straps

Bans carrying passengers on electric bicycles, riding on sidewalks (unless authorized by county), tampering with speed limiters, and operating at speeds exceeding 28 mph

Requires manufacturers and distributors to affix permanent labels showing classification number, top assisted speed, and motor wattage by January 1, 2027, with enforcement for unlabeled e-bikes beginning January 1, 2029

Authorizes police to seize bicycles for a third traffic violation or for removal of speed limiters, and increases the redemption penalty from $25 to $100, plus an additional $100 for speed limiter removal
