Establishes a paid family leave program for state and county employees in Hawaii, providing up to 12 weeks of paid leave during any 12-month period

Qualifying employees must have completed at least 1,250 hours of service over at least 12 months to be eligible for paid family leave benefits

Leave may be taken for the birth or placement of a child (adoption or foster care), or to care for a spouse, reciprocal beneficiary, child, grandchild, parent, sibling, or military service member next of kin with a serious health condition

Employees who take paid family leave must agree in writing to work for the employing agency for at least 12 weeks after leave concludes, or may be required to repay employer health insurance contributions

Leave for birth or placement of a child must be taken consecutively unless employer agrees otherwise, while leave for serious health conditions may be taken intermittently when medically necessary

Takes effect July 1, 2025
