Prohibits construction, modification, or expansion of waste or disposal facilities for solid or hazardous waste on land near or above significant aquifers, as determined by the Department of Health in consultation with the Commission on Water Resource Management

Requires a buffer zone of at least one-half mile between waste facilities and the nearest residential, school, or hospital property line for new or expanded facilities

Allows counties to apply for exemptions from state siting standards by demonstrating through public hearings that the proposed facility meets all state and federal regulations, the county has adopted equally stringent siting rules, and has a proven track record of protecting groundwater

Requires counties granted exemptions to submit annual compliance reports demonstrating no groundwater contamination from their waste facilities

Adds definitions for "groundwater resources," "hazardous waste," and "waste or disposal facility" to the solid waste statute, explicitly excluding state-certified non-industrial redemption centers from the waste facility definition
