Amends Section 342L-35, Hawaii Revised Statutes, to require complete environmental restoration following confirmed releases of jet fuel from underground storage tanks or tank systems

Mandates total removal of all jet fuel, jet fuel additives, and all compounds resulting from degradation or chemical reactions of jet fuel with water or other substances

Establishes a rebuttable presumption that any detection of jet fuel or related compounds in groundwater or the environment near an underground storage tank after a confirmed release is attributable to that release

Addresses concerns about groundwater contamination, specifically referencing the Red Hill fuel storage facility contamination incident that affected local drinking water sources

Takes effect upon approval by the Governor
