Establishes a 10-year statute of repose for professional land surveyors in Hawaii, barring civil actions after this period has elapsed

The 10-year period begins from either the date of contract completion or final payment for land surveying work, whichever occurs later

Amends Chapter 464 of the Hawaii Revised Statutes by adding a new section specifically addressing professional land surveyor liability timeframes

References Act 207 (Session Laws of Hawaii 2007), which created design claims conciliation panels to protect design professionals from frivolous lawsuits

Takes effect upon approval by the Governor
