Requires all Hawaii state agencies to offer reinstatement with back pay to former employees who resigned or were dismissed solely for not complying with COVID-19 vaccination or testing requirements

Agencies must extend reinstatement offers within 90 days of the Act's effective date

If the original position is no longer available, agencies must offer an equivalent position with equivalent benefits, pay, and terms, plus back pay based on the former position

Applies to all executive, legislative, and judicial branch agencies, including the Department of Education, University of Hawaii, and Office of Hawaiian Affairs

Takes effect upon approval
