Requires the Department of Land and Natural Resources to prepare regional-scale adaptation pathways plans addressing sea level rise impacts on residential, commercial, industrial, and resort development, as well as associated public infrastructure

Defines "adaptation pathways" as measures including elevating and floodproofing infrastructure, armoring, zoning, and relocation to reduce flooding and loss risks from progressive sea level rise

Plans must be developed at regional scale (such as ahupuaa level), incorporate community engagement, and include environmental triggers for implementing successive adaptation actions over time

Allows time-limited land dispositions for structures modified to temporarily occupy state-owned land makai of the shoreline, with requirements for minimal impact on natural shoreline processes and proposed timelines for ultimate removal and restoration

Appropriates $1,000,000 for fiscal year 2025-2026 and $1,000,000 for fiscal year 2026-2027 for DLNR to initiate preparation of one regional adaptation pathways plan per county, effective July 1, 2025
