Expands allowable uses of Hawaii's Emergency and Budget Reserve Fund to include pre-determined economic payments to disaster victims when the governor declares a state of emergency

Establishes payment amounts as the lesser of: an amount set by the governor (minimum $20,000) or the state minimum wage multiplied by 1,333 hours

Limits eligibility to Hawaii residents with annual gross income below a threshold (specific amount left blank in bill) who lost homes, jobs, food, clothing, or transportation in the disaster

Maintains existing fund uses including essential public programs, counter-cyclical economic programs, disaster facility restoration, and other declared emergencies

Requires a two-thirds majority vote of each legislative house for any appropriation from the fund
