Establishes a Rehabilitation and Re-entry Services Task Force within the Department of Corrections and Rehabilitation to identify policies supporting successful rehabilitation and re-entry of incarcerated individuals

Task force membership includes representatives from Office of Hawaiian Affairs, legislative committee chairs, ACLU of Hawaii, Community Alliance on Prisons, Going Home Hawaii, YMCA of Oahu, and three justice-impacted persons with lived experience

Requires an interim report to the legislature 20 days before the 2027 regular session and a final report with recommendations and proposed legislation 20 days before the 2028 session

Appropriates unspecified general fund amounts for fiscal years 2025-2026 and 2026-2027 to support the task force's work

Task force members serve without compensation but receive expense reimbursement; task force sunsets on June 30, 2028
