Establishes an Extended Producer Responsibility Program requiring producers with more than 10,000 metric tons of international packaging volume or over $500 million in international gross sales to register with the Department of Health beginning July 1, 2027

Imposes an annual fee of $100 per metric ton of packaging placed in Hawaii's market, with revenues deposited into a new Extended Producer Responsibility Special Fund

Requires each county to develop needs assessments detailing resources needed to reduce packaging waste sent to landfills (or waste-to-energy plants for counties over 500,000 population) by 50% and 80% from baseline volumes by dates to be determined by rule

Directs fund expenditures toward reuse and refill infrastructure projects, with priority given to packaging reuse programs over recycling initiatives

Authorizes penalties of up to $1,000 for first violations and $2,000 for subsequent violations, with the program set to sunset on July 1, 2032
