Establishes a one-year pilot program through the Department of Taxation to provide a general excise tax exemption on gross rental income for landlords who rent to long-term tenants with pets

Requires the Department of Taxation to conduct a statewide survey (maximum 4 months) of landlords and tenants to evaluate interest before implementing the program

Participating landlords must register with the Department of Taxation and provide documentation, with rental lease agreements requiring a minimum of six months duration

Department of Taxation must submit a preliminary report on survey results to the legislature by 20 days before the 2026 regular session, and a final report on efficacy and cost savings by 20 days before the 2027 regular session

Responds to Hawaii's mental health and housing crisis, particularly following the August 8, 2023, Maui wildfires that destroyed approximately 2,200 structures and left fire victims with pets struggling to find housing
