Expands Hawaii's family leave law (Chapter 398) to allow employees to take leave to care for a domestic partner or the child of a domestic partner with a serious health condition

Defines "domestic partner" as an individual who lives in a spouse-like relationship with the employee, shares a common residence, and is jointly responsible for basic living expenses including food, shelter, and medical care

Requires employees to sign a notarized declaration of domestic partnership under penalty of perjury attesting to meeting all criteria when requesting family leave for a domestic partner

Establishes eligibility requirements for domestic partners including being at least 18 years old, mentally competent, not married or in other partnerships, and not related by blood in ways that would prevent marriage

Takes effect July 1, 2025
