Establishes the Accessible Wilderness and State Parks Trails Program within the Division of State Parks of the Department of Land and Natural Resources to develop, construct, and maintain accessible trails and provide adaptive equipment (wheelchairs, track-chairs, mobility aids) for individuals with disabilities

Creates the Accessible Wilderness and State Parks Trails Program Special Fund to receive legislative appropriations, federal grants, private donations, and interest earnings to fund program operations and trail modifications

Requires the Department of Land and Natural Resources to identify and prioritize trails for accessibility upgrades, collaborate with disability advocacy groups, and ensure compliance with the Americans with Disabilities Act and state accessibility standards

Mandates annual reports to the legislature detailing program activities, accomplishments, expenditures, funding sources, and future expansion plans at least 20 days before each regular session

Effective date of July 1, 2025, with unspecified appropriation amounts for fiscal years 2025-2026 and 2026-2027
