Establishes a two-year pilot program for stream maintenance activities on city-owned portions of five waterways in Honolulu: Kapalama stream, Waolani stream, Pauoa stream, Nuuanu stream, and Alewa drainage canal

City and County of Honolulu Department of Facility Maintenance will implement the program, including regular inspections, clearing vegetation and debris to prevent flooding, and collecting data on flood risk reduction effectiveness

Appropriates an unspecified amount from state general revenues for fiscal years 2025-2026 and 2026-2027 to fund the pilot program

Requires the Department of Facility Maintenance to submit a report to the legislature by twenty days before the 2028 regular session, including program activities, effectiveness assessment, challenges encountered, and recommendations for continuation or expansion

Takes effect July 1, 2025
