Prohibits pedestrians from walking along or upon interstate highways, auxiliary interstate highways, or state highways unless a clearly designated sidewalk is provided on the state highway

Exempts first responders conducting authorized duties and personnel performing highway maintenance duties from the pedestrian prohibition

Maintains existing requirement that pedestrians walking on highways without sidewalks must walk on the left side facing oncoming traffic when practicable

Amends Section 291C-76 of the Hawaii Revised Statutes regarding pedestrian rights and duties

Takes effect July 1, 3000 (placeholder date indicating the bill requires further amendment before implementation)
