Establishes a Portable Benefits Program within the Department of Labor and Industrial Relations, administered by a nine-member board of trustees, to provide benefits to gig workers classified as independent contractors (1099 workers)

Requires contracting agents (companies that use gig workers) meeting a minimum worker threshold to contribute funds to qualified benefit providers, calculated as either a percentage of transaction fees or a per-hour rate

Mandates workers' compensation insurance coverage for gig workers and allows workers to choose additional benefits including health insurance subsidies, paid time off, and retirement benefits through qualified benefit providers (credit unions)

Expands the Hawaii Retirement Savings Program (Chapter 389) to allow contracted/gig workers to participate

Takes effect January 1, 2026, with appropriations from general revenues for fiscal years 2025-2026 and 2026-2027 (specific amounts left blank in bill)
