Requires the Office of the Governor to coordinate with U.S. Citizenship and Immigration Services and the U.S. Embassy in the Philippines to profile Filipino immigrants entering Hawaii over the past five years and next five years, focusing on demographics, profession, education, and occupation data

Directs the Department of Agriculture to establish communication with the Philippines Department of Agriculture, agricultural colleges, and cooperatives to facilitate information exchange, technology sharing, and potential academic and worker exchange programs

Requires the Departments of Labor and Industrial Relations and Human Resources Development to develop a program bringing agricultural workers from the Philippines for short-, medium-, and long-term work in Hawaii, considering labor union and Hawaii Farm Bureau interests

Mandates the Department of Agriculture to establish a hydroponics pilot program on the west side of Hawaii Island, studying similar projects in the Philippines and Israel, with a report due before the 2026 legislative session

Appropriates unspecified sums from general revenues for fiscal years 2025-2026 and 2026-2027 to fund each component of the bill, effective July 1, 2025
