Requires condominium association board members to certify in writing within 90 days of election that they have received and reviewed the association's articles of incorporation, bylaws, rules and regulations, and Hawaii's condominium law (Chapter 514B)

Mandates board members certify they understand their fiduciary duty to the association and that retaliation against unit owners is prohibited

Requires board members of registered condominium projects to complete a board training and education course approved by an accredited third party organization selected by the Real Estate Commission within one year of election

Disqualifies board members from serving if they fail to comply with the certification and training requirements

Existing board members serving before July 1, 2025 must complete certification by September 29, 2026 and obtain training course completion by July 1, 2026
