Requires all public schools, private schools, and public charter schools in Hawaii to establish and implement mental health plans for students in grades 6 through 12

Mandates mental health check-ins with students at least once per semester, with documentation recorded in the student's permanent file

Check-ins must assess students' mental, emotional, and physical health and include procedures for responding to issues with resources for students and their parents or guardians

Provides civil and criminal liability immunity for persons, schools, and contractors acting under these requirements, except in cases of gross negligence, willful misconduct, or intentional misconduct

Takes effect July 1, 3000 (placeholder date indicating the bill requires further amendment before implementation)
