Adds new section to Hawaii State Planning Act establishing sustainability design objectives for state facility systems, infrastructure, and transit projects, including minimizing stormwater runoff, reducing urban heat-island effect, removing air pollutants, and sequestering greenhouse gas emissions

Requires planning to incorporate quality-of-life design objectives such as creating visual and sound barriers and incorporating live foliage, trees, and green infrastructure with priority on non-invasive Polynesian and Hawaiian plants

Adds policies to promote outdoor public green spaces, connect them with existing trails, increase urban tree canopy, and prioritize Hawaiian plants

Establishes priority guidelines for green infrastructure including best practices for tree planting, following ANSI A300 tree care standards, selecting tree species matched to site conditions, and promoting traffic safety with foliage placement

Requires Office of Planning and Sustainable Development and Greenhouse Gas Sequestration Task Force to submit implementation recommendations to legislature by 20 days before the 2026 legislative session; appropriates unspecified funds and establishes policy analyst positions effective July 1, 2025
