Requires the University of Hawaii system to collect and publish graduate outcome data at 1-year, 3-year, and 5-year intervals after graduation, tracking employment rates, median earnings, and continuing education enrollment

Mandates creation of a publicly accessible graduate outcomes dashboard with interactive filtering tools by institution, degree level, field of study, and racial demographic, plus visualization charts and information on in-demand careers and student debt levels

Data must be disaggregated by degree level, field of study, and racial demographic while complying with FERPA and state privacy laws through anonymization

Appropriates unspecified funds for fiscal years 2025-2026 and 2026-2027 to develop the dashboard and establish positions in the Office of the Vice President for Academic Strategy focused on workforce outcomes and data visualization

Requires annual reports to the legislature beginning in 2027, with data collection to begin within one year and the dashboard to launch within two years of the Act's effective date of July 31, 2050
