Reduces the deadline for counties to adopt Hawaii state building codes from two years to one year after the state adopts them

Eliminates county authority to amend or update the state building codes, limiting counties to adoption only

Automatically applies Hawaii state building codes as county building code if a county fails to adopt within the one-year timeframe

Authorizes counties with populations exceeding 500,000 (currently only Honolulu County) to amend their building energy conservation codes to require stricter energy-saving performance than state standards

Takes effect upon approval
