Renames the Office of International Affairs to the Office of International Relations within the Department of Business, Economic Development, and Tourism, with an appointed director whose salary cannot exceed a specified percentage of the DBEDT director's salary

Establishes the Matsunaga Aloha Pacific Academy within the Office of International Relations, with a main facility on Kauai to honor former U.S. Senator Spark Matsunaga and facilitate international affairs meetings regarding the Pacific region

Expands the office's duties to include serving as the governor's representative on international matters, coordinating international programs across state agencies, and liaising with foreign governments and consulates

Requires the office to develop a comprehensive state strategic plan for international activities and submit it to the legislature no later than 20 days before the 2026 regular session

Appropriates an unspecified sum from general revenues for fiscal years 2025-2026 and 2026-2027, with an effective date of July 1, 2025
