Designates August 30 of each year as "Hawaii Beach Day" to promote awareness about preserving Hawaii's beaches and celebrate their cultural and recreational value (not a state holiday)

Requires the Hawaii Tourism Authority, in collaboration with the Department of Land and Natural Resources, to organize statewide beach cleanups, educational campaigns, cultural demonstrations, and public exhibits for the observance

Directs the authority to encourage schools, community organizations, and local businesses to participate in Hawaii Beach Day events and activities

Mandates an annual report to the legislature at least 20 days before each regular session detailing events conducted, funds expended, and recommendations for future celebrations

Appropriates an unspecified amount from general revenues for fiscal years 2025-2026 and 2026-2027 for marketing campaigns, cleanup equipment/supplies, and grants to community organizations
