Requires designation of a location by November 1, 2025, with the site opening for habitation by January 1, 2026, providing central tent shelter, vehicle parking/sleeping areas, restrooms, showers, lockers, laundry, and waste disposal

Mandates partnership with nonprofits to provide at least one meal per day, allows pets and individual tents, and establishes volunteer/employment opportunities for residents at minimum wage for tasks like clean-up and vegetation control

Appropriates $5,000,000 for fiscal year 2025-2026 from general revenues, with funds expended by the Department of Human Services and transferable to other state or county agencies

Requires annual reports to the legislature in 2026, 2027, and 2028 evaluating program effectiveness, with the pilot program sunsetting on December 31, 2027
