Repeals the existing prohibition on using drones (unmanned aerial vehicles) for taking aquatic life in Hawaii state marine waters, replacing it with a regulated permitting system

Requires the Department of Land and Natural Resources (DLNR) to develop and administer annual permits with fees of $100 per permit, $25 processing fee for first-time applicants, and $10 for lost/damaged permit reissuance

Authorizes DLNR to issue citations and fines for unpermitted drone fishing and seize drones used in violation of the law

Establishes an implementation timeline beginning February 2026 with task force formation, stakeholder consultations, rule drafting, and public hearings, culminating in permit system launch by September 1, 2026

Mandates annual reporting to the legislature on permits issued, violations, and enforcement actions
