Establishes a small business fee waiver program within the Department of Commerce and Consumer Affairs' Business Registration Division for first-time small business registrants in Hawaii

Waives initial registration filing fees for corporations, LLCs, partnerships, and sole proprietorships, as well as trade name, trademark, and service mark registration fees for qualifying applicants

Requires applicants to be classified as a small business under Hawaii law and provide an affidavit attesting they have not previously registered as a small business owner in the state

Excludes annual business renewal fees and any penalties, fines, or late filing fees from the waiver program

Requires DCCA to develop public outreach, provide guidance to new business owners, and submit annual reports to the legislature on program participation and total fees waived
