Expands the types of liquor licensees whose representatives can operate across multiple counties by adding wineries, brewpubs, and small craft producer pubs to the existing authorization for manufacturers and wholesale dealers

Amends Section 281-39 of the Hawaii Revised Statutes to allow persons to apply for permits to act as solicitors or representatives of these smaller local producers in any county

Addresses a competitive disadvantage faced by small local producers who are currently restricted to promoting only within the county where their liquor license was issued

Takes effect upon approval by the Governor
