Amends Hawaii's Class 10 special liquor license to allow liquor to be consumed either on or off the premises, changing from the previous requirement that it "shall" be consumed on premises to "may" be consumed on or off premises

Class 10 special licenses are granted for up to three days for fundraising events by nonprofit organizations, political candidates, and political parties

Registered educational or charitable nonprofits may sell liquor in original packages for off-premises consumption; social clubs with 501(c)(7) tax-exempt status may sell wine from their inventory to members for off-premises consumption

The liquor commission must waive hearings, fees, notarization requirements, floor plans, and criminal history record checks for Class 10 license applicants

Takes effect upon approval by the Governor
