Authorizes general obligation bonds to fund the planning, design, and construction of up to six groundwater monitoring wells near the Red Hill bulk fuel storage facility on Oahu

Appropriates funds to the Honolulu Board of Water Supply for fiscal year 2025-2026 to execute the monitoring well project

Addresses contamination concerns from the Red Hill facility, which has released an estimated 644,000 to 1,940,000 gallons of fuel over 80 years of operation, including a November 2021 release that contaminated residential water supplies

Monitoring wells will collect data on groundwater aquifer conditions to assess contamination migration and protect Oahu's sole-source drinking water supply

Appropriated funds remain available until June 30, 2028, with unencumbered moneys lapsing after that date
