Raises the wine manufacturing limit from 20,000 barrels to 50,000 barrels per license year

Increases the alcohol manufacturing limit from 7,500 barrels to 20,000 barrels per license year

Raises the maximum container size for off-premises alcohol sales from 1 liter to 1.75 liters
