Creates a new "direct beer and distilled spirits shipper permit" allowing manufacturers to ship beer and distilled spirits directly to Hawaii consumers aged 21 or older for personal use only, not for resale

Permits holders of Hawaii Class 1, Class 14, or Class 18 manufacturing licenses, or manufacturers licensed in other states, to obtain the direct shipper permit from county liquor commissions

Requires shipments to be labeled with "CONTAINS ALCOHOL: SIGNATURE OF PERSON AGE 21 YEARS OR OLDER REQUIRED FOR DELIVERY" and mandates carrier obtain signature from adult recipient

Obligates permit holders to report annual shipment totals to each county by January 31, pay general excise and gallonage taxes, and submit to audits by county liquor commissions

Makes shipping without a valid permit a misdemeanor and takes effect July 1, 2025
