Requires the Director of Corrections and Rehabilitation to reduce the number of Hawaii felons incarcerated in private, out-of-state correctional institutions by 25% beginning July 1, 2028

Mandates a further reduction to 50% of current levels beginning July 1, 2030

Defines "private, out-of-state correctional institution" as any correctional facility outside Hawaii operated for profit or under a public-private partnership

Requires the Department of Corrections and Rehabilitation to submit annual progress reports to the legislature 20 days before the regular sessions of 2026 through 2031

Amends Section 353-16.2, Hawaii Revised Statutes, governing the transfer of committed felons to out-of-state facilities
