Establishes the Hawaii Artificial Intelligence Advisory Council within the Department of Accounting and General Services, co-chaired by the Chief Information Officer and Director of Finance

Council membership includes 13 state officials/designees, 2 Senate appointees, 2 House appointees, and 7 governor-invited members representing local government, higher education, workforce development, business, AI development, technology policy academics, and law enforcement

Requires the council to develop an action plan addressing economic positioning for AI opportunities, responsible government use of AI, and vendor standards for responsible AI use

Council must submit a status report by 2026, an interim report by December 31, 2026 covering labor market impacts and policy recommendations, and a final report with governance framework by December 31, 2027

Creates permanent staff positions and appropriates unspecified funds for hiring, consultancy services, and administrative costs; the Act sunsets on December 31, 2027
