Establishes the Hawaii State Flag Redesign Commission within the Department of Accounting and General Services to design a new state flag representing Hawaii's people, culture, and history

Commission membership includes 13 members: the executive director of the State Foundation on Culture and the Arts (chair), 2 senators, 2 representatives, 4 Native Hawaiian organization representatives, and 4 cultural historians

Commission responsibilities include leading community engagement, conducting public education campaigns, hosting forums and workshops, and soliciting and evaluating design proposals from the public

Commission must submit a report with findings, recommendations, and final design to the legislature no later than 20 days before the 2026 regular session

Commission members serve without compensation but may be reimbursed for expenses; commission terminates December 31, 2026
