Establishes the Hawaii-Ireland Trade Commission within the Department of Business, Economic Development, and Tourism, consisting of 11 members appointed by the governor (5), speaker of the house (3), and senate president (3) for four-year terms

Commission duties include advancing bilateral trade and investment between Hawaii and Ireland, promoting business and academic exchanges, and encouraging mutual infrastructure investment

All initial appointments must be made by October 1, 2025, with members required to have knowledge of Irish affairs organizations or interest in Hawaii-Ireland trade relations

Requires annual reports to the legislature and governor beginning with the 2027 legislative session, submitted no later than 20 days before each regular session convenes

Appropriates $75,000 in general revenues for fiscal year 2025-2026 to fund out-of-state relations activities, effective July 1, 2025
